The hosting on the new website should reset any day now. This error does not mean that the web site is undervattack just the server bandwidth is exceeded. It is really pretty and that could be reason for the error, your tech guy should be able to troubleshoot, and correct, maybe a little less pretty graphical. Could also be you have not paid, and the website owner is being compassionate.
